Any novice needs to undertand the safety issues concerned with riding a bike originally used on a track for racing. Not intended as street bikes because of the difficulties in braking, they've become quite popular.
Most bike shops have a problem with the insurance liability & do not offer much in the way of parts or assistance. On-line shopping is one alternative. I've found Ben's Cycle to be a good source.

Lightweight chrome 27" rims (including axles, races & bearings) with redished back rim, polished & waxed, ready to go. ($100, one set.)
Bull horn bars: Chrome ($10, one set) or alloy ($20, one set) with grips (add $10). An assortment of handlebars also available. Alloy quill stems 3", 4" or 5" ($20). An assortment of different styles of stems is also available.
Brakesets: Center or side-pull calipers complete with levers & cables ($40, one complete set)

Do you have the Serial # from your bike saved somewhere? Police will need it to track down a stolen bike. Legitimate pawn shop dealers report traceable info to the police who can then match up the item to your report. You'll be required to reimburse the honest pawn broker the amount it was pawned for but that's fair & is usually not that much compared to what the bike may be worth.
I do take trade-ins. I'm offered bikes or buy them from various sources where ownership is without question.
Finished bike prices reflect costs, parts & then the work that goes into them without regard to a profit. The idea is to get paid for the work I do at what is, in fact, a very low rate compared to what you'd pay at a bike shop
The bottom line is that you a good deal no matter how you do the math.
